Un bourgeois de Valenciennes, Charles Bougenier, obtient les autorisations n\u00e9cessaires pour la construction d\u2019un moulin \u00e0 vent, pr\u00e8s de la rue du Quesnoy, le 1^{er<\/sup> octobre 1621. En contrepartie, il doit verser annuellement pendant dix-huit ans une certaine somme au roi d\u2019Espagne, Philippe IV. Apr\u00e8s ce terme, le moulin pourrait \u00eatre rattach\u00e9 au domaine de la couronne. Ainsi, par la suite, ce mode de fonctionnement fut maintenu et les adjudicateurs du moulin se succ\u00e9d\u00e8rent.<\/p>}
Le 2 mai 1718, le moulin est victime d\u2019un accident. En effet, il culbute mais il est restaur\u00e9. En 1771, le moulin, comme celui des Berceaux \u00e0 Dour, est vendu \u00e0 Charles-Louis Ghislain. En 1823, il est \u00e0 nouveau mis en vente. Il dispara\u00eet les ann\u00e9es suivantes.<\/p>
